Health protection officers make submissions on relevant plans and policies and, where appropriate, resource consent applications to ensure that public health aspects are considered and decisions do not impact negatively on public health.

 
The reasons for these submissions are to promote the reduction of adverse environmental effects on the health of people and communities and to improve, promote and protect their health pursuant to New Zealand Public Health and Disability Act 2000 and the Health Act 1956.

These statutory obligations are the responsibility of the Ministry of Health and in the Waikato District are obligations carried out under contract by Population Health, under the Crown funding agreement on behalf or the Waikato District Health Board. 

The Ministry of Health requires Population Health to reduce any potential public health risks by means including submissions on resource consent to ensure the public health issues are adequately considered by consent authorities.
